Mr. Arntsen’s practice involves all aspects of civil litigation with a concentration on Section 1983 Municipal Civil Rights actions in Federal and State Courts involving claims of Employment Discrimination (State and Federal Law), Land Use, First Amendment Speech and Religion, Education, and Police actions. Additionally, Mr. Arntsen has orchestrated the successful resolution through mediation of class action Section 8 and similar Discriminatory Housing cases culminating in the preparation of consent decrees and complex settlement agreements.
In addition to his municipal litigation practice, Mr. Arntsen has extensive experience litigating cases from inception to trial involving claims of negligence in the areas of auto, premises, construction and products liability. He has handled products liability cases in federal and state courts involving power and hand tools, machinery, tires and rims, overhead doors, escalators and motor vehicles, and has represented scaffolding concerns, municipalities and contractors in construction cases involving catastrophic injury and wrongful death. Mr. Arntsen has also represented a major New Jersey hotel concern in several injury cases in the New York metro area.
During his time at St. John’s University, Mr. Arntsen participated in the Civil Trial Institute. He is admitted to practice in all four Federal District Courts within New York State, the Second Circuit Court of Appeals and the Supreme Court of the United States, as well as New York State Courts, and has handled cases at both the trial and appellate levels. He co-authored a paper on the subject of spoliation of evidence in the age of electronic discovery which he presented before the Association of Defense Trial Attorneys at their 2004 meeting in Dublin, Ireland.
Mr. Arntsen, his wife Doreen, and their children live in Manorville, New York. He has served on the Eastport/South Manor Central School District Legislative and Audit Committees. He is also an accomplished musician and songwriter who performs locally and has had compositions utilized by Internet businesses on their websites.

Mr. Arntsen was admitted to the New York State Bar in 1991. He was also admitted to the U.S. District Court Southern, Eastern, Western, and Northern Districts of New York between 1991 and 1996. In 2002, he was admitted to the Supreme Court of the United States and in 2009 he was admitted to the Second Circuit Court of Appeals.
